Housing Agency (BKA)

Housing and Urban Development Agency (before - Housing Advisory Agency) was established in 2001 on the basis of five regional advisory centres, which were created to support homeowners participating in the Energy Efficiency Housing Pilot  (ETB) Project.

The main task of the Housing and Urban Development Agency is preparation and implementation of the programs foreseen by the Lithuanian Housing Strategy, assistance to the Ministry of Environment and other Governmental institutions on the housing issues. 

Housing and Urban Development Agency provides support to municipalities, building administration and maintenance companies, home owners and their established home owners associations with organization of building maintenance and implementation of building renewable projects.

Since 1997, staff of the Housing and Urban Development Agency conducted over 200 energy audits and investment proposals of residential buildings. In an attempt to evaluate feasibility of investments in energy efficiency the Housing and Urban Development Agency also conducted technical and social monitoring of 100 building renovation projects implemented in the framework of the ETB Project. The Agency also performed pilot Energy Performance Certification of 50 residential buildings as a part of the Danish Energy Authority funded project.

In attaining objectives the Agency carries out the following tasks:

  • prepare and implements programs foreseen by the Lithuanian Housing Strategy;
  • provides administration of Program for refurbishment of multifamily buildings;
  • provides counselling on legal, technical, financial, organizational and other issues;
  • implements public information programs;
  • organizes training and education in the areas of management, accounting, house administration and planning;
  • prepares housing maintenance and exploitation programs and projects seeking to encourage establishment of Home Owners Associations;
  • preparing proposals on draft laws and other legal acts regulating
  • housing maintenance, exploitation and renovation;
  • prepares and implements investment programs and investment projects for residential houses, social- public buildings;
  • cooperates with municipalities concerning formulation and implementation of the housing policy;
  • analyses housing problems and provide proposals regarding housing to decision making and local government institutions.
